Residents on Tuesday will make the final decision on what City Councilman Rich Harpole has called "the most important issue to face our community in a while." That issue is Measure J - or specifically, what the sales tax measure on the ballot is aimed at: saving the struggling Barstow Fire Protection District. Measure J is a special purpose tax that will impose a half-cent sales tax hike throughout the city if approved by voters.
